People's eyes are drawn to movement, after all, in days long past when your ancestors were hunting on the savannah plain, that rustling in the grass could be a serious problem!
Advertising makes heavy use of this fact as on-line ads use animation and movement to draw your eye.
If the interface needs to draw attention to something on screen, then movement is a good method. However, too much or irrelevant animation can be confusing and distracting. Use sparingly.
